Après avoir organisée en 2007 une journée de commémoration des événements de Ceuta et Melilla à Oujda, l’Association Beni Znassen pour la Culture, le Développement et la Solidarité (ABCDS) entend en 2010, organiser deux journées de mobilisation en hommage aux victimes de cette « guerre aux migrants » livrée aux pieds de l’UE. Cette année marquera aussi les 5 années de l’existence du dispositif Frontex, Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures, dont les compétences et capacités sont sans cesse renforcées, pour la militarisation des frontières de l’UE et l’externalisation du traitement de la question migratoire.La commémoration sera axée sur deux principales activités :
1. Organisation d’une Conférence Internationale sur les Droits Humains aux frontières le 5 octobre 2010 sur le thème : « 5 ans de Ceuta et Melilla, 5 ans de Frontex», auquel participeront des organisations, réseaux et des militants venus d’Europe et d’Afrique qui agissent en faveur des droits des migrants, et plus largement, en faveur des droits de l'homme dans le monde. Des parlementaires et des personnalités politiques sont notamment attendus. Cette événement regroupera des participants du Maroc et en provenance de l’étranger ( Turquie, Grèce, Allemagne, Pays-Bas, Espagne, France, Sénégal, la Mauritanie, Mali, Italie, Ukraine, Portugal etc.) et éventuellement de pays arabes, cet événement, à travers les interventions et témoignages, entend rendre visible les violations commises aux frontières des pays de l’UE et faciliter les contacts et débats avec les acteurs qui partagent une vision commune basée sur le respect des droits des migrants en promouvant la liberté de circulation. L’objectif de la conférence-débat et de rendre visible les violations des droits humains aux frontières des pays de l’UE et tend à mettre en lumière l’existence du Frontex, ses compétences et les conséquences de ses opérations en termes de violation des droits fondamentaux des migrants. Pour aller au-delà du simple constat, différentes pistes seront abordées, tant d’un point de vue juridique que politique, afin de mettre sur pied des actions contre ce dispositif des plus inquiétants.
2. Organisation d’un sit-in de protestation devant les barbelés de Melilla, une des frontières de l’Europe. Cette manifestation sera organisée le 6 octobre, dans laquelle les manifestants porteront des rubans noirs en mémoire des morts des frontières. Un ensemble de pancartes et banderoles réclamant la liberté de circulation seront distribués par les organisateurs.
Une plaquette de commémoration sera plantée non loin des barbelés.
Nous appelons à une mobilisation de grande ampleur à Oujda, imposons nos revendications pour une terre plus solidaire, pour le respect des migrants.. pour la liberté de circulation !

Having organized in 2007 a commemoration day of the events of Ceuta and Melilla to Oujda, the Beni Znassen association for Culture, Development and Solidarity (ABCDS) plans, with the collaboration of activists of NoBorder network and Euro-African Manifesto network, to organize, in 2010, two days of mobilization in homage to the victims of this “war to the migrants” delivered at the edge of the EU. This year will also shed light on the 5 years of the existence of the Frontex mechanism, the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union, of which the competencies and are ceaselessly strengthened for the militarization of the EU borders and the outsourcing of the treatment of the question of migration.
The commemoration will be centered on two main activities:
1. Organization of an International Conference on Human rights on the borders on October 5th, 2010 on the theme: " 5 years of Ceuta and Melilla, 5 years of Frontex ", to which will participate a number of organizations, networks and activists coming from Europe and Africa and who act for the rights of migrants, and more widely, for human rights in the world. Parliamentarians and political personalities are particularly expected. This event will put together participants from Morocco, Turkey, Greece, Germany, Netherlands, Spain, France, Senegal, Algeria, Mauritania, Mali and Italie, Ukraine, Portugal etc. and possibly from Arab countries. This event, through interventions and testimonies, intends to make visible the violations made at the borders of the countries of the EU and to facilitate contacts and debates with actors who share a common vision based on the respect of the migrants’ rights by promoting the freedom of movement. The objective of the conference is to make visible the violations of human rights at the borders of the countries of the EU and shed light on the existence of Frontex, its competencies and the consequences of its operations in terms of violation of the migrants’ fundamental rights. To go beyond the simple report, various tracks will be tackled from a legal as well as political point of view to set up actions against this mechanism of the most disturbing.
2. Organization of a sit-in of protest in front of barbed wires of Melilla, one of the borders of Europe. This demonstration will be organized on October 6th, in which the demonstrators will wear black ribbons in memory of the borders’ deaths. A set of posters and banners demanding freedom of movement will be distributed by the organizers.
A tablet of commemoration will be planted not far from the wire fence.
We call for a large-scale mobilization in Oujda, impose our demands for a more united planet, for the respect of the migrants… for the freedom of movement!
